Alleged Light Rail Killer Deemed Unfit to Stand Trial

Decarlos Brown Jr., the homeless man who brutally murdered Ukrainian refugee Iryna Zarutska on a Charlotte light rail train, has been deemed incompetent to stand trial on state murder charges.
